The New Lynn Rail Trench was a $190m KiwiRail project, funded by Central Government, which provided grade separation and double tracking of the Western rail line through the New Lynn Town Centre. As part of the Fletcher-Beca-Synergine design and build consortium, Synergine fulfilled multiple roles that supported the establishment, approval, funding, project and stakeholder management, design and delivery of this project.
Business Case and Funding
Working closely with the Waitakere City Council at the early strategy phase, Synergine brought together parties to produce the New Lynn Rail Undergrounding Constructability Report that demostrated to KiwiRail and the Auckland Regional Transport Authority that grade separating the road and rail network was both necessary and possible. Synergine subsequently authored the business case and the constructability report which successfully made the case for Treasury and Cabinet to fund the project.
Synergine also undertook the Stakeholder Management role for the consortium. This role facilitated significant scope enhancements including new road bridges, cycleways, footpaths, station upgrades and major service diversions. We managed construction team communications, private landowner negotiations and facilitated regulatory approvals and notifications. We represented the project on community and business liaison groups, managed crises and interfaced with local and central government politicians, local media, police, emergency services and major utility companies.
This top tier project was awarded the ACENZ Gold Award of Excellence and is an example of Synergine’s ability to work with multiple stakeholders to deliver high quality, technical expertise, innovation, and above all client service in a complex environment.

The way the project was managed contributed hugely to its success. KiwiRail adopted the Early Contractor Involvement (ECI) procurement model for the first time, enabling KiwiRail and the project team (Fletcher Construction and Beca as lead consultant, with specialist inputs from Synergine and Parsons Brinckerhoff) to collaborate efficiently and achieve an optimised and constructible design. Significant enabling works could be embarked on within three months of contract award and the team could seamlessly include the ‘Enhanced Station’ scope later in the project.”

During the design and construction phase, Synergine provided the design of network utilities and the three waters solutions. In this scope of work Synergine provided technical investigation, design and management assistance with extensive network services diversions, three waters infrastructure design, environmental design and regulatory support.
